We wish to bring to your kind notice that Bureau of Indian Standards has revised the specifications for insulating mats, The specifications of Rubber Mats i.e.IS:5424:1969 are now replaced with IS: 15652:2006 w.e.f. 01 November 2007 as per Govt. Of India Gazette Notification No. S.O. 2086 Dated 17 July 2007.
The “Electromat” Insulated Mat with IS: 15652:2006 has superseded the Rubber Mats due to its High Insulation Resistance & Fire Retardants considering the human safety as prime concern copy of the same is enclosed for your perusal. PVC Insulated Mat is mandatory as per new General specification of C.P.W.D. for electrical works part IV substation 2007.
The chief Electrical inspector Govt of Tamilnadu has advised all inspecting officers in his letter No 20318/CEIG/D1/2009 dt 17.8.2009 to adhere to the new IS:15652:2006.
The main features of Electromat are as below: -
I. PVC Insulated Mats of various Thickness with High Di Electric strength upto 65000
Volts (i.e. 65 KV)
II. Fire Retardant
III. Excellent Mechanical properties to with stand load and movement of Breaker, Trolleys associated electrical equipments.
IV. No adverse effect of Acids, Alkali and Transformer oil.
- The insulating mat can be pasted on the floor with the help of special rubber based adhesive.
- Life of mat is 10 to 15 Years, Tested.

1.Accreditation with BIS for rubber mats as per IS-15652-2006
2. Test performed on rubber mats before dispatch.
3. Test certificate and agency for the rubber mats.
4. The IS number shall be marked on the mats.
With IS:15652 Mark and BIS-CM/L mark Embossed on the mat surface as shown below.
